Mais de plus en plus, les entités décentralisées à l’exemple du Conseil Régional du Tchologo éprouvent des difficultés pour assurer les besoins des populations locales. Cette étude se propose d’analyser le défi du Conseil Régional du Tchologo face à l’accessibilité à l’eau et à l’électricité des populations dans le département de Kong. Ce travail repose sur des enquêtes de terrain effectuées à l’aide d’un questionnaire et de guide d’entretien enrichis par la compilation d’ouvrages relatifs à l’accès à l’eau, à l’électricité et aux réalisations du Conseil Régional dans ces domaines. L’étude révèle qu’avant l’installation du Conseil Régional du Tchologo, l’unique ville de Kong était dotée d’un HVA sur les trois localités urbaines que compte le département. En milieu rural, seulement 20,83 % des villages disposaient d’un HV fonctionnel. Au niveau de l’électricité, 36 villages de plus de 500 habitants n’étaient pas électrifiés. Pour améliorer les conditions de vie des populations dans ces domaines, le Conseil Régional du Tchologo a construit et réhabilité 31 HV dans 25 villages et électrifié 4 villages. En soutien aux actions du Conseil Régional, l’Etat de Côte d’Ivoire a entrepris la réparation ou le remplacement de 302 pompes à motricité humaine dans la région. Au niveau de l’électricité, il s’emploie à électrifier toutes les localités lotis ayant 500 habitants.</p> <p>&nbsp;</p> <p>Beginning before the independence with the creation of the first municipalities, the politics of decentralization is presented as a palliative strategy of the State of Côte d’Ivoire in meeting with the needs of local populations. Increasingly, the decentralized entities, specifically, the Regional Council of Tchologo gets difficulties to carry out the needs of local populations. This study aims at analyzing the challenge that the Regional Council of Tchologo encounters vis-à-vis the accessibility to water and electricity of the populations in the department of Kong. The study centered on field surveys carried out through a questionnaire and an interview enriched by the compilation of works relating to access to water, electricity and the achievements of the Regional Council in these domains. The study reveals that before the installation of the Regional Council of Tchologo, the only city of Kong has an HVA out of the three urban localities in the department. In rural areas, only 20.83% of villages have a functional HV. In terms of electricity, 36 villages with more than 500 inhabitants are not electrified. To improve the living conditions of the populations in these areas, the Regional Council of Tchologo integrates and rehabilitates 31 HV in 25 villages and electrifies 4 villages. To support the actions of the Regional Council, the State of Côte d’Ivoire decides to repair or to replace 302 hand pumps in the region.
