The study was conducted in the period from 2008 to 2012. During the first stage, the research was conducted through theoretical investigations, using the technique of documentary analysis and historical-logical method. In the second stage we proceeded to the construction and design of the proposed model, using generalized-abstraction and systemic approach. To validate the strategy theoretically the Delphi method was applied to experts in higher education. Where consensus agreed that they should promote such proposals was obtained, must innovate, experiment and build on students, teachers and researchers from institutions propose ways to improve performance and academic quality of the University.
