Las Prácticas De Gestión Y Sustentabilidad Económica Y Ética, En Municipios De Sexta Categoría En Colombia
Abstract
The aim of this paper is to characterize and diagnose the effectiveness in the execution of the state administration in the processes and procedures of public management, as well as the analysis of the main indicators of the Sixth Category municipalities in Colombia: geographical, demographic, social, environmental and demographic. The selected municipalities were Ciénaga de Oro and San Pelayo of the Caribbean region, which are in restructuring of liabilities (Law 550), as well as Pamplona in the Andean region who have already left this status. This study is of a quantitative type, with a mixed, descriptive-transversal and non-experimental approach. The strategic indicators of each municipality were analyzed through a documentary investigation. Interviews were also carried out with closed and open questions to prominent actors of the communities, as well as to public officials. Among the most relevant results, it was found that there are opposing perceptions, among the officials that assume the results of public management as the best, and the negative perception of the citizen who considers that these processes do not satisfy their needs for information, consultation and participation. In general terms, the diagnosis showed that public policies have not managed to reduce social backwardness, corruption and the lack of involvement of citizens in the state administration.Downloads
