Régimes de change et stabilité financière en Afrique Subsaharienne : le rôle des institutions

Abstract

Cet article apprécie les effets des régimes de change sur la stabilité financière des pays de l’Afrique Subsaharienne. A partir d’un échantillon de 35 pays sur la période 1987 - 2017, nous estimons un modèle de données de panel dynamique par la méthode des moments généralisés en système et dont la robustesse est avérée par la méthode des quantiles. Deux principaux résultats ressortent : d’une part en utilisant la classification de facto de Ilzetzki, Reinhart et Rogoff. (2017 ; 2019), les régimes de change fixe renforcent la stabilité financière, alors que les régimes de change flexible et intermédiaire entravent celle-ci. De plus, l’interaction qualité des institutions régimes de change fixe et flexible réduisent la volatilité financière, alors qu’en régime de change intermédiaire la volatilité financière est amplifiée. Nous suggérons à ces pays de construire des indicateurs spécifiques de la solidité financière, de renforcer la gestion des régimes de change de manière à accroître sa participation dans la transformation des institutions politico-économiques et du système financier du continent, car ils donnent de meilleurs résultats en matière d’équilibre financier vers le sentier de la croissance soutenue.

 

This paper assesses the effects of exchange rate regimes on financial stability in Sub-Saharan African countries. Using a sample of 35 countries over the period 1987 - 2017, we estimate a dynamic panel data model by the method of generalized moments in system and whose robustness is proven by the method of quantiles. Two main results emerge: on the one hand using the de facto classification of Ilzetzki, et al. (2019) fixed exchange rate regimes enhance financial stability, while flexible exchange rate regimes and impede it. Moreover, the interaction quality of institutions fixed and flexible exchange rate regimes reduce financial volatility, while in intermediate exchange rate regimes financial volatility is amplified. We suggest that these countries build specific indicators of financial soundness, strengthen the management of exchange rate regimes so as to increase its participation in the transformation of the continent's political-economic institutions and financial system, as they yield better results in terms of financial equilibrium towards the path of sustained growth.
