Recettes minières Non Fiscales et réduction des inégalités territoriales dans la Région Sofia à Madagascar

Abstract

La Région Sofia concentre d’importantes ressources minières mais fait face à des inégalités territoriales marquées. Cette étude a pour objectif d’évaluer la contribution des Recettes minières Non Fiscales, à la réduction de ces disparités au cours de l’année 2024 et du premier semestre 2025. La méthodologie repose sur l’analyse de données financières de la Direction Régionale des Mines Sofia, couplée à une analyse de corrélation entre les Recettes minières Non Fiscale et les indicateurs de développement local dans les communes minières.

Les résultats indiquent une répartition inégale des effets de ces ressources, caractérisée par la disproportion flagrante de la clé de répartition entre collectivité territoriale décentralisé et Etat (une forte centralisation des recettes : 58,5% sont perçues par l’Etat central contre 41,5% pour les Collectivités Territoriales Décentralisées). Le montant total des ristournes du premier semestre 2025 versées aux communes s’élève à 68 030 085,60 Ar. Les corrélations sont modérées avec les dépenses en infrastructures r = 0,62 et en éducation r = 0,55, mais faibles avec l’exécution r = 0,30 et la qualité r = 0,25. Par ailleurs, la lourdeur de procédures de virement centralisé de traitement de ces ressources jusqu’au reversement différé du quote-part des collectivités territoriales décentralisés, combinée à des insuffisances en matière de gouvernance et de gestion de la mobilisation de ces ressources relatives aux exploitations majoritairement artisanale, mitige les effets dans les actions de développement local et contribue ainsi au maintien des disparités territoriales.

La discussion souligne que la centralisation, le faible montant redistribué et les insuffisances de gouvernance locale limitent l’impact des Recettes minières Non Fiscales. L’étude ne conclut que la révision de la clé de répartition, le renforcement des capacités des communes à travers leur Plan Communal de Développement, et la transparence avec les Partenaires Techniques et Financiers, sont indispensables pour faire des Recettes minières Non Fiscales un levier de justice territoriale.

 

The Sofia Region holds significant mining resources but continues to face marked territorial inequalities. This study aims to assess the contribution of Non-Fiscal mining Revenues, to the reduction of these disparities during the year 2024 and the first semester 2025. The methodology is based on the analysis of financial data from the Regional Directorate of Mines of Sofia, combined with a correlation analysis between Non-Fiscal mining Revenues and local development indicators in mining communes.

The results indicate an unequal distribution of the effects of these resources, characterized by a glaring disproportion in the revenue-sharing formula between decentralized territorial authorities and the State (high degree of revenue centralization : 58,5% are collected by the central state compared to 41,5% for decentralized local authorities). The total amount of local revenue shares for the first semester 2025 transferred to communes reached only 68 030 085,60 Ar. The correlations are moderate with expenditure on infrastructure r = 0,62 and education r = 0,55, but weak with project execution rate r = 0,30 and infrastructure quality r = 0,25. Furthermore, the cumbersome procedures for the centralized transfer and processing of these revenues until the delayed remittance of the share allocated to decentralized territorial authorities, combined with shortcomings in the governance and management of the mobilization of these revenues from predominantly artisanal mining operations, limits their effects on local development initiatives and thus contributes to the persistence of territorial disparities.

The discussion highlights that centralization, the low amount redistributed, and shortcoming in local governance limit the impact of Non-Fiscal mining Revenues. The study concludes that revising the revenue-sharing key, strengthening the capacity of communes through their Communal Development Plan and ensuring transparency with the support of Technical and Financial Partners, are essential to make the Non-Fiscal mining Revenues a tool for territorial justice.
