FRAMEWORK FOR CLIENT-SERVER DISTRIBUTED DATABASE SYSTEM FOR AN INTEGRATED PAY ROLL SYSTEM

Abstract

In recent years, employees in the various local government areas in Bayelsa have encountered several problems due to the computational methods used in the nominal roll and pay roll system. There are no accuracy and precision based on the employee data kept by the local government of the state. This result to the inability of the local government to monitor an employee’s nominal roll or pay roll records from the day of resumption of duty to the day of retirement. Employees working in two or more local government or ministry in the states cannot be easily investigated. Staffs encounter difficulties in receiving their monthly salaries as a result of a poor monthly pay roll computation system. The local government in the state faces serious problems of keeping accurate data or report about employees who are set for promotion, employees who needs to be demoted, or employees who have attain the age of retirement. Thus, there is need to integrate the operational data of an organization and provide controlled access to the data. The aim of this study is to create a distributed pay roll system for different local government areas in Bayelsa State. The system consists of a relational database of pay roll variables which could be shared by the various Local Government Areas of Bayelsa State. Each of the local government area will form a website, and the database will be hosted by the server at the local government Service Commission office. All LGAs will access the database via a distributed network. The client/server distributed network architecture is used in the design and implementation of the system. The system is capable of monitoring an employee’s nominal roll and pay roll records from the day of resumption of duty to the day of retirement, detection of an employee working in more than one local government, generation of reports concerning an employee or sets of employees for promotion, demotion or retirement as the case may be, and automatic monthly pay roll computation.
